About Us

LAND ACKNOWLEDGEMENT

We acknowledge that the ID Action Group gathers on the Traditional Territory of the Anishinaabe and Métis people and that we work with various First Nation communities in the District of Thunder Bay, most of whom are signatories to the Robinson Superior Treaty of 1850 or Treaty 9 (Nishnawbe-Aski Nation). We are committed to adhering to the spirit of these treaties. This includes not only sharing the land, but ensuring that Indigenous people are treated with respect and dignity, and are afforded all of the rights they are entitled to under their treaty agreement.
The District of Thunder Bay is home to Indigenous people from across Turtle Island which includes First Nations, Métis and Inuit people. We acknowledge the contributions of our Indigenous relatives for their care of Mother Earth.

Who We Are

A Community-Driven Movement for Change

The Thunder Bay ID Action Group is a coalition of community-based organizations, service providers, researchers, and advocates united by a shared mission

Born out of a grassroots need to address the growing crisis of individuals living without birth certificates or government-issued ID, our group began as a collaboration between frontline service agencies and Lakehead University researchers. Since then, we’ve grown into a region-wide movement committed to practical solutions and systemic change.

We believe that access to ID is a basic human right and a key to unlocking the social determinants of health, from housing and income to education and healthcare. Through ID clinics, policy advocacy, training, and research, we work hand in hand with the community to remove barriers, build capacity, and promote equity for the most marginalized members of our region.

Our Mandate

To work collaboratively to support low-income and other marginalized individuals in the District of Thunder Bay—and to assist communities across northwestern Ontario—in obtaining personal identification needed to access essential community and government services such as shelter, income support, and health care.

Our Vision

To ensure individuals have the identification they need to empower them to overcome barriers and access the social, health, economic, and political supports and rights required to meet their basic needs.

What We Do

Breaking Barriers to Access Essential Identification

We provide practical support, community programs, and advocacy to help individuals obtain the identification they need to access essential services.

Community ID Clinics

We organize regular ID clinics that provide hands-on support to individuals applying for birth certificates and other essential identification documents.

Personalized Support

We offer one-on-one assistance to help individuals navigate complex application processes and overcome barriers to obtaining identification.

Training & Capacity Building

We equip community organizations with the knowledge and tools needed to support clients through ID application processes effectively.

Policy Advocacy

We work to influence policies and systems by advocating for simpler processes, reduced costs, and improved access to identification services.

Featured Initiatives

Driving Impact Through Community Action

Our initiatives are designed to address immediate needs while creating long-term, systemic change in access to identification.

Community Support

Community-Wide ID Clinics

We organize regular ID clinics across Thunder Bay to provide direct, hands-on support for individuals applying for birth certificates.

Our clinics bring together partner organizations to create a welcoming and supportive environment where people can:

  • Receive guidance through the application process
  • Get help with documentation
  • Access immediate support from trained staff

Tools & Resources

Best Practice Toolkit

We are developing a comprehensive, publicly accessible toolkit to support organizations delivering ID services.

This toolkit includes:

  • Quick Reference Guides (QRGs)
  • Step-by-step video tutorials
  • Ready-to-use templates for hosting ID clinics

It empowers both new and experienced service providers to deliver consistent and effective support.

Research & Insights

Systems Mapping

Through collaboration with community partners, we map how ID services are delivered across the region.

This process helps us:

  • Identify service gaps and barriers
  • Reduce duplication of efforts
  • Improve coordination between organizations

The result is a more efficient and connected system that better serves the community.

Training

Capacity Building & Training

We provide training and resources to strengthen the ability of community organizations to support ID access.

Our training helps staff:

  • Navigate complex ID applications
  • Manage client cases effectively
  • Build confidence in delivering ID-related services

Advocacy

Policy Advocacy & Research

Our work is grounded in community-based research that informs meaningful policy change.

We advocate for:

  • Expanded fee waivers
  • Simplified application processes
  • Increased provincial support

Our goal is to ensure that systemic barriers are reduced so everyone can access identification.
